McCain in 04

From an AP article:
Alfonse D'Amato said Bush should consider putting Secretary of State Colin Powell or Sen. John McCain of Arizona on the GOP ticket.
Wow. I think there has been one time when a VP didn't run the next year, but I don't know who.
It's also possible that I'm making that up.
Does anyone else agree that the presidency is McCain's whenever he wants it?
